As approved in the 45th Board Meeting held on 31st July 2026, Bhutan Livestock Development Corporation Limited (BLDCL) is pleased to announce immediate internal recruitment opportunities as detailed below;

Background

Under the new organizational structure approved as part of the Chief Executive Officer’s six-month strategy (Agenda 45.06, 45th Board Meeting), BLDCL’s operations are organized into four departments: Production and Aggregation, Processing and Value Addition, Marketing and Sales, and Corporate Services. Each department is to be headed by a General Manager.

Terms of Appointment

Applicants may indicate a preference for either of the following appointment terms in their statement of interest. The final determination rests with the Board.

  • Regular employment terms, as a permanent employee of BLDCL under Section 3.5.1 of the ISRR 2018, with eligibility for all standard benefits; or
  • Contract terms, for a term of up to five (5) years, with pay negotiated within a competitive scale, at the Company’s discretion under Section 3.19.2 of the ISRR 2018.
  • Applicants should note that this is offered as a preference only. The Board’s deliberation under Agenda 45.10 of the 45th Board Meeting recorded that promotion from M1 to Executive level should be made under a contractual arrangement; the Board may accordingly still direct contract terms for the successful candidate regardless of preference indicated.

Eligibility

This is an internal vacancy under Section 3.7 of the ISRR 2018 (Internal Recruitment), not a meritorious promotion under Section 11.6. It is open to any regular or contract employee of BLDCL who meets the following eligibility criteria prescribed for the position:

  • Current position at Grade M1;
  • A minimum average performance rating of 80% over the last three (3) years (Section 3.7.2 of the ISRR); and
  • The education qualification prescribed for the position: under Annexure 11.2 of the ISRR, General Manager (Grade EX3) requires a Bachelor’s degree, either Category A (a relevant technical or professional degree, such as Animal Science, Veterinary Science, Food/Meat Technology, or Engineering) or Category B (any recognized university degree). Applicants holding only a diploma-level qualification do not meet this requirement and are not eligible to apply.
  • Applicants should be prepared to demonstrate all of the above, in their application and in the presentation stage of the process (Section 6).

  1. A short statement of interest (not exceeding two pages) indicating the position applied for, the applicant’s preferred appointment terms (regular or contract, per Section 3), and setting out relevant experience, leadership record, and alignment with the department’s mandate;

  2. Copy of certified academic transcripts (Class X/XII/Certificate/ Diploma/Degree/Masters)
  3. Security Clearance Certificate (online)
  4. Copy of Medical Fitness Certificate (Not older than 6 months)
  5. Copy of Citizenship Identity Card (CID), and
  6. Applicants may apply for one or both positions, with a separate statement of interest for each.
  7. Applicants must have achieved a minimum average performance rating of 80% over the last three years.
